Police are in the process of evacuating Birmingham City Centre and part of the Ladywood residential district after having received intelligence regarding a possible threat. An estimated 20,000 people are being moved. Nightlife sites are being closed and people are being told to go home. The evacuation was begun at about 8.15 p.m. (1915 UTC) after the police issued a “Public Warning”. Cars are being prohibited from entry inside the Inner Ring Road, and New Street railway station, the hub of the British passenger railway system has been closed.

A police spokeswoman said that the investigation was ‘proportional’ to the threat, but refused to comment on details of the threat. “West Midlands police are now closing down the Broad Street entertainment zone and asking people to leave Birmingham town centre and go home,” said the spokesman.

BBC Radio Five Live and Sky News have unconfirmed reports of controlled explosions in the city’s Chinatown district.

A BBC News 24 correspondent reports that the Police have prevented motorists from returning to their cars and hundreds of city revellers are filing their way on foot along Bristol Road to converge on the Edgbaston Cricket Ground.

In a press conference, West Midlands Police Assistant Chief Constable Stuart Hyde said that the intelligence they received is not believed to be connected to Thursday’s terrorist bombings in London.

Earlier in the evening a controlled explosion on “a suspect package” had been carried out on a bus in Corporation Street, but they “no longer believe it was suspicious device”.

It appears that this was a hoax, unconfirmed reports on Australian Teleivision have reported. The evacuation order was lifted at about 6 a.m.

Broad Street is the City’s best-known entertainment area and is home to hundreds of bars and clubs.

The EQ Resource Recovery Inc. and EQ Holding Company chemical processing plant near Romulus, Michigan, about 15 miles southwest of Detroit, was the scene of explosions and fire on Tuesday evening, continuing into Wednesday. The cause of the explosions and fire has not yet been determined.

Firefighters announced their intention to let the fire burn itself out, which was estimated will take approximately 8 hours. However, parts of the fire continued to burn as of Wednesday evening. There were evacuations of approximately 3000 residents from the area, but no reports of any serious injuries or fatalities. However, approximately 20 people were treated for breathing problems at nearby Oakwood Annapolis Hospital. The Environmental Protection Agency (EPA) is analyzing soot in the area to determine whether it poses a substantial health risk. The company in question has been the target of numerous enforcement actions by the EPA in the past, including a $240,000 fine in 1999.

A major chemical processed at the plant is acetone, the main ingredient in nail polish remover, which is known to be toxic in high dosages, especially to those with lung conditions. Acetone is also an eye and skin irritant.

Romulus is the site of the Detroit Metropolitan Wayne County Airport (DTW), the primary airport for the Detroit area and a hub for Northwest Airlines. There was no indication that airport service would be affected.

An American football coach has been shot at his school gym in Iowa, United States. Ed Thomas was shot in front of his students at around 8.00 am local time. Thomas was in the weight room at the time of the shooting. An adult male has been arrested suspected of his murder.

Thomas was the head football coach at Aplington-Parkersburg High School. He had coached 37 seasons of High School football in his career and has a career record of 292-84 of which 156-31 is with Aplington-Parkersburg. He led Parkersburg to 19 state playoffs and won state titles in 1993 and 2001. He was named NFL High School Coach of the Year in 2003 and previously coached four active NFL players including Brad Meester, Jared DeVries, Casey Wiegmann and Aaron Kampman.

Thomas was well known in the local community for his work. When Parkersburg was hit by a tornado in the summer of 2008 Thomas worked endlessly to restore the damaged football field. County Sheriff Jason Johnson said that “Coach Thomas is the pillar of the community. Anything that affects him affects Parkersburg.”

No students were injured during the shooting.

Prisoners in the Australian state of Queensland have been put to work manufacturing rainwater tanks to help meet a shortfall in supply.

The southeast corner of Queensland, which is currently undergoing one of its worst droughts on record, is experiencing a boom in the rainwater tank industry. Households, encouraged by subsidies introduced by the Beattie government, have enthusiastically begun installing rainwater tanks as well as other water-saving devices. These subsidies have led to a shortfall in supply however, with some households waiting months for tanks to be installed.

The new initiative, announced by Premier Peter Beattie as well as Corrective Services minister Judy Spence will see prisoners at Woodford Correctional Centre, Australia’s largest gaol, constructing tanks for AU$4 per day. Spence has pledged not to use the cheap labour to undercut existing tank suppliers. Beattie also pointed out that the programme would give prisoners constructing the tanks valuable work skills for when their sentences are completed. If the programme is successful, it may be extended to other gaols around the state.

The Beattie government has been increasingly criticised over recent months for its failure to handle the water crisis engulfing Southeast Queensland. Opponents accuse the Government of a lack of planning foresight with regards to water supply for the booming area, which includes state capital Brisbane, as well as other cities such as Ipswich, Toowoomba and Gold Coast.

Croatia, Bulgaria and Hungary, all of which border Serbia, announced in a joint statement Wednesday that they will recognize Kosovo as an independent state.

“The decision on the recognition of Kosovo is based on thorough consideration,” the statement said.

Croatia and Hungary later confirmed they had officially recognized Kosovo, while Bulgaria is expected to make an announcement Thursday. Yesterday, Bulgaria’s security council held a meeting regarding Kosovo. Angel Naidenov, spokesman of the Bulgarian Socialist Party, praised Kosovo for their efforts in establishing a “multi-ethnic and democratic country.”

The statement says Kosovo’s declaration of independence was prompted by the international community’s failure to work out a solution between Serbia and Kosovo. “In these circumstances the change of the unsustainable status quo was unavoidable,” the statement said.

The three nations express their interest in helping the European Union with stabilizing the region, and they wish to develop ties with a Kosovo that “maintains good relations with its neighbors, enjoys economic growth, and keeps its European orientation.”

Serbian foreign minister Vuk Jeremi? criticized their decision. “Every country that decides to recognize the illegally declared state of Kosovo breaches international law,” he said, adding that countries who recognize Kosovo “cannot have good ties with Serbia.”

“I call on states, particularly those of the region, not to take this step. Do not injure our country’s territorial integrity and sovereignty,” Jeremi? said.

Boris Tadi?, Serbia’s president, had previously warned Croatia that recognizing Kosovo would have a negative effect on their relations. “We want to have the best possible relations with this country,” Tadi? said. “But recognition of Kosovo is certainly not an act of goodwill between neighbours.”

Croatian Prime Minister Ivo Sanader says he does not expect relations to worsen. “I do understand this is a difficult one for Serbia to swallow. That’s one of the reasons we have waited until now. But I don’t expect a worsening of political and economic relations because there is no alternative to good neighbourly relations.”

Kosovo’s deputy prime minister, Hajredin Kuçi said the decision was “very good for the Serbian perception and the people of Serbia that everybody who is in the neighbourhood is recognizing the new reality.”
