Bathurst, Australia’s new hospital to be almost doubled in size

Bathurst Regional Council, the local government responsible for the city of Bathurst and its surrounds in Central Western New South Wales, Australia yesterday revealed it had received a development application for the new Bathurst Base Hospital.

The new hospital is to be built behind the current hospital on the same site and is expected to cost the New South Wales government AUD96 million. The Bathurst Hospital will be the first in the Bathurst-Orange-Bloomfield redevelopment project.

The new hospital will have 149 beds, up from 85 for the current hospital. The hospital will also feature a mental health unit – previously psychiatric patients had to travel to Orange to the Bloomfield Hospital for treatment.

The Bathurst Hospital is expected to have state-of-the art facilities and will share some services with the to be constructed Orange Base Hospital.

The Bathurst Regional Council has approved the demolition of 12 buildings on the hospital site for enabling works. The hospital site is heritage listed although council decided that as the buildings do not contribute to the streetscape they may be demolished.

The demolitions are expected to take place late next month and will take around six weeks to complete. A temporary driveway will then be built to replace the current service entry for food and linen as it will become part of the work site.

Upon completion of the new hospital, the current ward block will be demolished leaving the original building from the late 19th century intact. The original building is expected to become an education centre and consulting rooms.

The original building was opened in 1834. Since then the facility has undergone numerous upgrades and add-ons, with the present ward block being opened in stages from 1978 to 1982.

Other buildings expected to be retained include the Daffodil Cottage (a cancer care centre) and the original Nurse’s quarters known as Poole House.

The last day of the Wikimania 2008 conference saw Saturday morning sessions on a variety of topics. Wikinews attended a presentation by Eric M. Johnson from the United States Department of State. Eric, a former NCO in the U.S. Marines, is the lead for the Knowledge Management Action team in the department’s Office of eDiplomacy, and involved in department’s use of Web 2.0 technologies for knowledge management. This includes blogs, and the key focus of his talk, Wiki culture in the U.S. Department of State.

Eric opened his presentation with an introduction to the U.S. State Department, one of the oldest agencies of the American government, which today has around 57,000 employees worldwide. When formed in the 18th century their offices and diplomatic staff operated largely autonomously due to lack of ability to communicate rapidly. By the mid-20th century this had changed with the advent of telegraph lines, and changed again with the Cold War and security concerns bringing to the fore the well-known term, “need to know”.

Now, in the 21st century, the volume of internal communication generated by the department is a staggering 1,800,000 cables a year, 1.5 billion emails, production of around 500,000 print volumes, and maintenance of approximately one thousand websites. Both internal and externally facing.

A pilot project was set up, Diplopedia, a MediaWiki wiki running on the department’s internal network, which outside of the department of defence is one of the largest private networks operated by the U.S. government.

A grassroots effort, this project to promote knowledge sharing differs from the well-known Wikipedia in that it does not allow anonymous edits. There are around 1,000 registered users who have contributed over 4,400 pages. Integration with the Department of State’s internal search engine prioritises results from the wiki, increasing the popularity of the site such that it has received over 650,000 page views. Like Wikipedia, users are required to provide sources for entered information at the foot of the article, and users are warned that it is a starting point and not an authoritative source of information. Data on visa requirements and information from other static department sites has been incorporated into the wiki.

Eric described the project as just reaching critical mass and attracting increasing interest from other departments. Among the ingredients leading to the success of the project were the cultural change with increasing awareness of the technology from Wikipedia, the formation by the community of a welcoming committee, and the taking on of roles to carry out tasks such as drafting. A number of staff act as “gardeners” tending to the wiki content, keeping it fresh, and well cross-referenced. The continual updating is a novel concept to many of their employees.

Unlike Wikipedia, and many other projects using MediaWiki, none of the Diplopedia pages are locked or protected. This even includes their main page. To date there have been none of the content disputes that have been an issue on Wikipedia, and the use of the wiki to replace traditional websites which are far more time consuming to maintain is seen as a logical extension of the project.

Carried out with no outside help, and by learning from others’ mistakes, the department has adopted mechanisms for assuming that contributions are well-intentioned, and has a body for oversight in the event of a dispute.

With the success of the project, eDiplomacy plans to introduce a separate, classified wiki. They will also expand the effort to compile biographies of foreign leaders, which was pioneered by the U.S. missions in Italy and Germany. This effort has proven valuable when combined with a version of the site available on portable devices such as the Blackberry.

The future holds moves to seek more support from management and integration with their primary authentication system. Among the features on the main page to keep the project interesting to staff is a “Diploquiz” which poses a weekly trivia question which can be answered from somewhere within the wiki.

Air Moldova completes airpark with a Brazilian Embraer aircraft

Brazilian aircraft maker Embraer on Friday announced it has signed a firm order with Air Moldova for one Embraer 190 jet, to be delivered in March 2010. The contract includes an option on another plane of the same model, Embraer said in a statement. The value of the deal was not disclosed.

At present, renowned companies such as Air France, Lufthansa group and Spanish Iberia Airlines own Embraer 190 jets, specified the representative of Air Moldova. The same source specified that Embraer 190 jet is one of the most economic and optimal aircrafts for operation, and it will be configured in a single-class cabin with 114 seats.

Air Moldova, which links the Moldovan capital, Chi?in?u, to cities in Europe and the Middle East, intends to use the new plane to open new markets.

The Embraer 190 is one of the four members of the E-Jets family. On December 31, the Embraer 170/190 E-Jets had logged 764 firm orders and 786 options.

Embraer is the world’s fourth-largest commercial plane maker. It finished 2007 with a firm order backlog of US$18.8 billion.

Brazilian environmentalists tell residents to urinate in shower to save water

Environmentalists in Brazil are urging the country’s residents to urinate in the shower while washing themselves, to help conserve water and save the rainforest. Television ads being aired in the country claim that by doing so, the nation could save over 1,000 gallons of water per household each year.

SOS Mata Atlantica ran the ad campaign in an attempt to use comedy to get people to reduce the amount of water they use. “[The ad is] a way to be playful about a serious subject,” said Adriana Kfouri, a spokesperson for Atlantica.

The animated ad narrated by children shows people, including a trapeze artist, an alien and dancers, all taking a shower while at the same time, urinating in it. The ending of the ad then states, “Pee in the shower! Save the Atlantic rainforest!”

Ken Livingstone, former mayor of London, England, proposed a similar campaign in 2006. He said urine should be classified as a “green waste” and that “there is no earthly reason that you need to flush the loo if you have merely urinated. That’s a huge saving of water.”

Fußball-Bundesliga 2008–09: Wolfsburg win first season title

The German First Bundesliga ended its season on Saturday. VfL Wolfsburg claimed its first season title with a win over UEFA Cup runners-up Werder Bremen by 5–1. The win was Wolfsburg’s sixteenth of seventeen at home.

Wolfsburg went into the match holding a two-point advantage over Bayern Munich and VfB Stuttgart, who played each other at the same time. Since VfL had a goal difference of 35 to FC Bayern’s 28, even a draw would have effectively clinched the title for them. Additionally, Wolfsburg faced a tired Werder Bremen side that had just lost the UEFA Cup final to Shaktar Donetsk after extra time. VfL got the scoring started after six minutes, when Zvjezdan Misimovi? latched onto a loose ball just outside the Werder penalty area and put it into the top of the net. Nine minutes later, Grafite, the league’s leading goalscorer, made it 27 goals on the season.

The game was effectively over when Sebastian Prödl scored an own goal in the 26th minute. Though Diego pulled one back for Werder five minutes later, it would not be enough. Second half goals from Grafite (56th) and Edin Džeko (74th) put an exclamation point on the afternoon for Wolfsburg. However, this was the last game at the helm for Wolfsburg’s manager, Felix Magath. His contract was not renewed and he will be heading to FC Schalke 04, who lost their final game under interim managers Mike Büskens, Oliver Reck and Youri Mulder.

Bayern won 2–1 over Stuttgart, so they join Wolfsburg in the UEFA Champions League 2009–10 group stage, while Stuttgart must start from the play-off round. Hertha BSC and HSV will represent the Bundesliga in the UEFA Europa League. Hertha managed to hang on despite being beaten 4–0 by seventeenth-placed Karlsruher SC.

A woman in The Netherlands who uses her dogs to hunt in Austria has decided to give her dogs a new kind of treat: beer.

Terrie Berenden, a woman who owns a pet shop in Amsterdam, created a non-alcoholic beer for her dogs which is made from malt and a beef extract. The beer is called Kwispelbier (‘kwispelen’ means “wagging of a [dog’s] tail” in Dutch), and was put onto shelves just last week.

“Once a year we go to Austria to hunt with our dogs, and at the end of the day we sit on the verandah and drink a beer. So we thought, my dog also has earned it,” said Berenden.

According to Berenden, owners can enjoy the new beer as well, but she also stated that it will cost owners about four times as much to drink the beer than to buy a ‘human beer.’ A bottle of the dog beer sells at about $2.14.

The slogan for the new dog beer is “a beer for your best friend” and Brenden hopes that the product will grab international attention. Requests for the beer are already coming from the United States, England and Japan.

“We are overwhelmed with it. From America, England and Japan we have (received) mail and we are just going to think about it, how we can bring it on the market there,” said Brenden.

Bush addresses nation on economic crisis; Congress debates bailout

United States President George W. Bush addressed the nation on the economic financial crisis from inside the White House saying the economic situation is “serious” and is “in danger” of becoming “a long and painful recession.”

“We are in the midst of a serious financial crisis and the federal government is responding with decisive action,” Bush said in his televised speech.

Bush called for the United States Congress to pass a US$700 billion bill intended to keep struggling companies afloat. He asked the two presidential candidates along with leaders from both parties of Congress to join him for a conference on Thursday.

Last Friday, Treasury Secretary Henry Paulson called for a bailout plan that would allow for the United States government to purchase devalued mortgage backed securities, resulting from the subprime mortgage crisis, from troubled financial institutions. Paulson has said that the plan could cost up to $700 billion. Congressional leaders have said that some form of the plan will pass; however, there is considerable debate over several key issues.

White House spokeswoman Dana Perino said that Bush “believes it is important for the American people to fully understand the depth of the crisis in our financial markets, how that crisis affects them, and the urgent need to agree on a solution.” Bush has been criticized for waiting too long to speak in prime time.

John McCain suspended his campaign to return to Washington and work on the bailout bill. Barack Obama has called for another form of the bill to pass and said that Congress should not package the bailout bill with any other bills — such as an economic stimulus plan.

Meanwhile, Congress has held a second round of hearings on the proposed bailout bill. Paulson and Chairman of the Federal Reserve Ben Bernanke testified in front of the House Financial Services Committee. They felt it was a serious problem in need of an immediate solution.

Director of the Congressional Budget Office Peter R. Orsza said while testifying before Congress that “ironically, the intervention could even trigger additional failures of large institutions, because some institutions may be carrying troubled assets on their books at inflated values.”

The bailout plan has been called a “blank check” by many, with members of both parties divided on the issue.

Cars big winner as 34th Annual Annie Awards handed out

Cars drove home the big prize last night, from the 34th Annual Annie Awards. The animation industry’s highest honor, ASIFA-Hollywood’s Annies recognise contributions to animation, writing, directing, storyboarding, voice acting, composing, and much more.

As mentioned, Pixar took home the big prize last night, after facing stiff competition from four other Happy Feet, Monster House, Open Season, and Over the Hedge.

But the biggest winner of the night didn’t get a “Best Animated Feature” nod at all. Flushed Away won five feature animation categories including Animated Effects (Scott Cegielski), Character Animation (Gabe Hordos), Production Design (Pierre-Olivier Vincent), Voice Acting (Sir Ian McKellan as Toad), Writing (Dick Clement, Ian La Frenais, Chris Lloyd, Joe Keenan, and Will Davies).

Over The Hedge won awards for Directing (Tim Johnson and Karey Kirkpatrick), Storyboarding (Gary Graham), and Character Design (Nicolas Marlet).

Of little surprise, Randy Newman won an Annie for Cars in the “Music in an Animated Feature Production” category. Newman has won many Oscars for his movie music, and has a nomination this year for the song “Our Town”. Newman didn’t attend the Annies, instead picking up a Grammy for “Best Song Written For Motion Picture, Television Or Other Visual Media”.

DisneyToon Studios’ Bambi II won “Best Home Entertainment Production”, while “Best Animated Short Subject” went to Blue Sky Studios’ No Time For Nuts, which is based on Ice Age.

“Best Animated Video Game” went to Flushed Away The Game, while a United Airlines ad named “Dragon” won a “Best Animated Television Commercial” Annie for DUCK Studios.
