Foot-and-mouth confirmed at UK farm

Cattle at a farm in Surrey, UK have tested positive for foot-and-mouth disease. After symptoms were reported late on 2 August, the farm was isolated. Following testing, officials from Defra (Department for Environment, Food and Rural Affairs) confirmed the outbreak on 3 August.

A three kilometre exclusion zone and a ten kilometre surveillance zone have been put into place around the farm, near Wanborough. All livestock on the farm have been slaughtered and incinerated. Any movement of livestock in the UK has been banned and the EU has banned exports under emergency measures, expected to be confirmed on Monday. Farmers are urged to watch their animals carefully for symptoms, and report any to Defra officials.

The government’s emergency committee Cobra met to discuss the situation before the announcement, with Prime Minister Gordon Brown participating via telephone. Brown cut short his holiday in Dorset to return to London on Saturday, when another meeting of Cobra was held. Environment Secretary Hilary Benn also returned from holiday in Italy.

The last outbreak of foot-and-mouth in the UK was in 2001. It resulted in the slaughtering of up to 7 million animals, and losses estimated at £8 billion.

In France, the government has asked for all the animals imported during the last ten days to be tested. All meetings including animals have been forbidden on the French territory.

Fluid Leaks

Buffalo, New York —The Common Council of Buffalo voted on Tuesday to send the Elmwood Village Hotel proposal “to committee for further discussion”, after citing the need for more public involvement.

The Elmwood Village Hotel is a development proposal by the Savarino Construction Services Corporation, a project designed by the architect Karl Frizlen of The Frizlen Group. The hotel would be placed on the southeast corner of Elmwood and Forest Avenues in Buffalo.

To make way for the project, at least five buildings located at 1109 to 1121 Elmwood Ave would be demolished. At least two properties on Forest Avenue could also be demolished. The Elmwood properties, according to Eva Hassett, Vice President of Savarion Construction, are “under contract”, but it is unclear if Savarino Construction actually owns the Elmwood properties. Hans Mobius, a former mayorial candidate, is still believed to be the current owner the properties. Mobius also owns 607 Forest Avenue.

The properties 605 and 607 Forest Avenue could also be included in the proposal according to Hassett.

“We would use a Special Development Plan to rezone 1119-1121 Elmwood and 605 Forest to a C-2 zoning category,” stated Hassett. It is possible that Savarino Construction may try to obtain a variance for 605 Forest, which would allow them to enforce eminent domain, should the hotel be allowed to go forward.

The building at 607 Forest was also discussed to be rezoned, but it is unclear what the plans would be for that property. During the February 28 Common Council meeting, Hassett stated that the properties 605 and 607 were “now off the agenda”.

Pano Georgiadis, owner of Pano’s Restaurant at 1081 Elmwood, owns the property at 605 Forest and attended Tuesday’s Common Council meeting.

“Having a hotel is a bright idea. We all love the idea of a hotel, but the way that it is presented, is wishful thinking. This hotel does not fit. It’s like putting two gallons of water in a gallon jug, it does not fit. At the last meeting, the architect admitted that they are planning to put the undergound parking lot and the hotel, right at the property line. If I open my window, I will be able to touch the wall, that goes fifty feet high”, said Georgiadis.

“There is a problem having a seventy-two room hotel and fifty-five parking spaces. That means that all the other cars will spill all over the neighborhood. The footprint is simply too small. If you have a bigger [parking] lot, and a smaller hotel, I will welcome a hotel. I have a parking lot at my own business, and I am chasing people all day long. Remember, the city says it has ‘zero tolerance [for illegal parking]’. Try telling that to the guy from Albany who came to see his kids, that are going to Buffalo State, who would get tickets totaling over a hundred dollars”, added Georgiadis.

The city’s Planning Board is scheduled to meet on March 14, 2006 at 9:00 a.m. about the proposal. Although a discussion will take place, no vote is expected to be taken.

At the moment, none of the properties are zoned for a hotel. Savarino Construction plans on asking for a C2 zoning permit. If that does not work, they plan to implement a new zoning plan called a “special development plan” which would allow for only a hotel on the site. That zone would not be able to be changed.

“This [project] justifies Mobius’s refusal to invest in any maitenance[sic] or improvements”, on the properties said Clarence Carnahan, a local resident. “Where were the Council persons over the years? Where were the city inspectors over the years, to make sure that he maintained and improved his properties? The government was supposed to be protecting, not being preditorial. I see a predatorial issue here when it comes to this hotel. Over the years: Why has the local government been disfunctional when it came to Mobius’s properties? Refusal to invest in improvements, doesn’t that sound like a slumlord? Maybe I am missing a point here, but what kind of messages does this send to other slumlords that havn’t[sic] been jailed or fined? It’s [the hotel] trying to be pushed through.”

Carnahan also presented signs for residents and or business owners who are opposed to the hotel, that could be placed in windows or on stakes in the yard. Some of the signs said, ‘No tell hotel’, ‘Hans off, no hotel’, ‘It takes more than a hotel to make a village’. and ‘Keep Elmwood free, no hotel’. Carnahan plans on making more signs for a protest to be held on Saturday March 18, at 2:00 p.m. (EST) on Elmwood and Forest. Some signs were given to individuals after the meeting.

“First things first, Hans is the problem, and I don’t think it has been addressed. Let’s roll back the clock on this project. What can we do with Hans? There is such thing as eminent domain, which could be of greater interest to the community, to seize the property at its lowest assessed value”, said Nancy Pollina, co-owner of Don Apparel with Patty Morris at 1119 Elmwood. “There are so many ideas that have not been explored and we are about to give this parcel away, to a big developer.”

Mobius has not returned any calls by Wikinews regarding the situation.

A freelance journalist writing for Wikinews has obtained a letter, exclusively, addressed to one of the five business owners from Hans Mobius stating:

There is a proposal to develop my property which you are currently renting. Because of opposition to this development, it does not look like it will happen. I will let you know if there any changes.

Despite the letter, there have been no plans or decisions made to end the proposal.

To date, none of the business owners or residents of 1119-1121 Elmwood have received an eviction notice.

Business owners and residents gave an indication of what they would like to see happen at the corner; a project similar to one done locally last year. There, developers renovated two buildings on Auburn and Elmwood Avenues, merging the buildings into one thus allowing for more shop space. Among some of the shops to move in after the development were Cone Five Pottery, The Ruby Slipper, and Abraham’s Jewelers. Prior to the renovation work, the left building in the picture was boarded up for several years. Many of the concerned locals would like to see a similar development on Forest and Elmwood.

Rocco Termini, a developer in Buffalo, proposed a similar design at the February 28 community meeting

In an interview after the February 28 meeting, Termini stated, “I will be willing to take a look at this myself, or I would be more than happy to be partners with Sam, Sam Savarino”, who is President and Chief Executive Officer of Savarino Construction Services Corp.

So far Savarino Construction has no plans to team up with Termini.

Date announced for by-election to replace former New Zealand PM Clark

The government has announced 13 June as the date for the upcoming Mount Albert by-election.

The by-election has been caused by former Prime Minister Helen Clark‘s departure to head the United Nations Development Program. While it is considered to be a safe Labour seat, the by-election is expected to be heavily contested.

Candidates must be nominated by 19 May.

Nominations for the Labour Party close on Wednesday. So far four candidates have put their names forward: Auckland city councillor Glenda Fryer, former candidate Hamish McCracken, University of Auckland political studies lecturer Meg Bates and employment lawyer Helen White. List MP Phil Twyford, widely expected to succeed Ms Clark, has not put his name forward.

The National Party has narrowed its possible candidates down to two: list MP Melissa Lee or unsuccessful 2008 candidate Ravi Musuku. The decision will be made at a party meeting on 4 May.

The Greens and ACT New Zealand will both contest the by-election, but have yet to select candidates.

UK company “seriously considering” GPS tracking devices in school uniforms

The leading supplier of school uniforms in the United Kingdom, Lancashire-based manufacturer Trutex, has announced it is “seriously considering” including GPS tracking devices in future ranges of its uniform products after conducting an online survey of both parents and children.

“As a direct result of the survey, we are now seriously considering incorporating a [tracking] device into future ranges” said Trutex marketing director Clare Rix.

The survey questioned 809 parents and 444 children aged nine to 16. It showed that 44% of parents were worried about the safety of pre-teen children, and 59% wanted tracking devices installed in school apparel. 39% of children aged nine to 12 were prepared to wear clothing with tracking devices in them, while teenagers were notably less enthusiastic and more wary of what Trutex has admitted they see as a “big brother” concept.

However, Trutex has claimed the tracking devices would bring about worthwhile benefits, including being a valuable resource for parents who wanted to keep a close eye on where their children were at all times.

“As well as being a safety net for parents, there could be real benefits for schools who could keep a closer track on the whereabouts of their pupils, potentially reducing truancy levels” says Rix.

Each year, Trutex supplies 1 million blouses, 1.1 million shirts, 250,000 pairs of trousers, 20,000 blazers, 60,000 skirts and 110,000 pieces of knitwear to the UK.

It is not the first company to manufacture school uniforms with a central focus on child safety; last week Essex firm BladeRunner revealed it was selling stab-proof school blazers to parents concerned about violence against their children. The blazers were outfitted with Kevlar, a synthetic fibre used in body armour. It has already received orders internationally, including Australia.

Australia’s Channel Nine Network sacks two journalists for faking footage

Channel Nine in Brisbane has fired two journalists and a producer for faking two live news crosses to aerial footage above the site of a search. In a live news cross, journalists broadcast back to the newsroom in real time when an event is happening.

Melissa Mallet and Cameron Price and Producer Aaron Wakeley were sacked by the Nine Network after rival Channel Seven filmed footage of the Nine News helicopter sitting on the helipad at the time it was supposed to be in the air on a live cross near the site of a search for the remains of a missing schoolboy, Daniel Morcombe. Evidence emerged the helicopter had not been near the site of the search during a live cross on the previous day, as well.

Channel Nine began an investigation after the footage came to light.

The incident, labelled “Choppergate”, has lead to the network’s credibility being questioned. Following the scandal, Lee Anderson, Queensland news director, resigned after 25 years at the network.

The Nine Network boss, David Gyngell, issued an apology. “The integrity of the Nine news brand is the value of Channel 9. Integrity is paramount. … Staff made a massive mistake, and on my watch. That will never, ever, happen again. I am truly sorry.”

The network has said that the decision to sack the journalists and producer was necessary for the network’s credibility and the trust viewers place in their information.

Cameron Price said he was considering legal action against his dismissal. “Thanks for all the support”, he tweeted to his followers. “I believe what happened today is completely unfair … And I am seeking advice on the matter.”

Bruce Morcombe, Daniel Morcombe’s father, said of his family, “We genuinely see it as a storm in a teacup and feel quite sorry for the loss of those people’s jobs”.

Forex training covers many functional, strategic and specific subject matters which without it is impossible to trade. In this article however we discuss the basics to consider before these specific educational topics come into play to provide you with an insight into what Forex trading is all about.

The basics of Forex trading are subject to two principles – Supply versus Demand and Mass Psychology.

SUPPLY V DEMAND

In order to execute a trade on the stock market there has to be demand for a product to be bought and sufficient supply for it to be sold. However, this may not always be the case and as a result can effect the price of that product. For example, if the supply is high but there is less demand sellers would typically have to drop their prices for a trade to be completed. On the other hand, if the demand for the product is high but the supply is running low prices tend to generally increase.

Applying this rule to Forex Trading is quite straight forward. If the demand for the US dollar rises (perhaps due to the strengthening of the US economy) but the supply remains constant the result is an increase in price as buyers are willing to pay a premium.

MASS PSYCHOLOGY

As part of your Forex Training you should learn that traders at Investment Banks, Hedge Funds and Private Trading Houses are readily available to execute ‘buy’ or ‘sell’ orders for either their clients (retail funds) or their shareholders (proprietary funds). Traders use fundamental analysis through the use of macroeconomic indicators to determine trading positions on the financial markets. Their buying and selling decisions are mostly based on these indicators to determine what the market is telling them to do. That is, if these indicators on the Forex for example are producing more favourable buying positions than originally predicted, it normally indicates that the currency is strengthening and consequently traders will make the decision to buy. At the same time, if the indicators are leaning towards a more negative ‘feel’ in the financial market place the currency is usually sold.

Whilst Forex Training will allow you to apply your own style and ethic towards reaching financial goals on the Forex a basic rule still applies in mass psychology. If the majority of the Banks, Hedge Funds and Trading Houses are buying specific currencies, join the herd rather than going against all the major players in the financial markets. This will ensure that you do not single yourself out of the majority and allow you to follow what the market is doing and where it is going.

Another factor to consider on a basic level whilst training to trade on the Forex is that there are two types of trading – Speculation and Physical trading.

SPECULATION TRADING

Speculation trading is mostly based on your own interpretation of the market. In this instance we are simply assuming the outcome of a security. A great deal of analytically based guess work is usually applied to determine whether a security will go up or down. If the final decision points you towards the security going up, then we buy (go long). If we think the security will go down, then we sell (go short).

However these ‘guesses’ are based on the education gained from Forex training, fundamental analysis, statistical forecasting and modelling and key psychological indicators.

PHYSICAL TRADING

Asian stock markets slide; Nikkei at lowest level since ’82

On Monday, stock markets across Asia resumed their downward slide, and Japan’s Nikkei stock index fell to lows not seen since October 1982 as the Japanese government’s former measures to stop the credit and stock crisis have been seen by stockholders as not sufficient.

Japan’s prime minister, Taro Aso, spoke to government officials and asked them to make new tentative plans to save Japan from more damage inflicted by the worldwide recession. For the day, the Nikkei closed down 6.4 percent, or 486.18 points, to close at 7,162.90.

The U.S. dollar rose against the yen after six straight days of losses, trading at 92.27 yen to the dollar. On Friday, the trading value for the yen fell to 90.89, its worst showing for the currency since August 1995.

The Hang Seng Index in Hong Kong was in a freefall for the most of the day, ending down 12.7 percent, or 1,602.54 points, to 11,015.84. Before a late session rally, the index was trading below 11,000 points, which has not occurred since 2004.

The Shanghai Composite Index lost 6.3 percent, or 116.27 points, to close the day at 1,723.35. In the past year, the Shanghai Index, which is the most valued in mainland China, has lost nearly three quarters of its value. Other Asian markets fell sharply on fears echoed by Japan and China. Singapore’s Straits Times Index, which fell 8.3 percent on Friday, was not open today for a holiday.

Indian shares on the Sensex index in Mumbai fell ten percent, below the crucial 8,000-point level earlier in the day before rallying to a more modest two-percent decline. Australia’s stock losses were also marginally lower, still pushing the All Ordinaries in Sydney to their lowest levels since autumn 2004, at 3,768.

Afghanistan suicide bomb leaves seven Americans dead

A suicide bomber attacked an American base in the Khowst region on the Pakistani border of Afghanistan, leaving seven American CIA officers dead and six injured. No American or NATO military personnel were killed or injured in the attack on Forward Operating Base Chapman.

It appears that the suicide bomber, reportedly wearing an Afghan National Army uniform, blew himself up in either the gym or the dining facility of Base Chapman.

In a statement on the Voice of Jihad web page, the Taliban claimed responsiblity for the attack, alleging 20 “CIA employees” were killed in the incident.

The Chapman Base is a converted military base which is now being used for civilian reconstruction operations, although military personnel are still located on the base. Camp Salerno, the main base in the Khowst province, has been the target of many attacks in recent weeks.

Recent attacks have been focused on foreign civilians, such as an incident in October in which 7 foreign and 3 Afghan civilians were killed in an attack at a UN guest house. The CIA has not lost this many operatives in nearly 25 years and the last time CIA agents were killed was in 2003.
