Highway bridge in Minneapolis, Minnesota, collapses

The Interstate 35W Mississippi River eight-lane bridge in Minneapolis, Minnesota has collapsed on both sides of the highway over the Mississippi River during rush hour.

Previous reports indicated at least nine people had died, but Minneapolis police revised this to four during a 7:30 a.m. (local time) press conference. Tim Dolan, the Minneapolis Police Chief later stated that “several [adding to the four] people are confirmed dead at the scene,” but would not elaborate on how many. At least 79 have been injured and at least 8 are still missing, still believed to be in the rubble.

The road was busy with bumper-to-bumper traffic in four lanes when the entire 1907 foot (581 m) steel arch bridge collapsed. At least 50 cars were traveling on the bridge, including a school bus. The Red Cross said that 60 children were aboard a school bus, and that ten of those were admitted to a hospital.

The entire length of the bridge over the river collapsed at 6:05 p.m. CDT (UTC-5). The bridge, built in 1967, cleared the water level by 64 feet; the deck surface and pavement were considerably higher.

Reports say that people may be trapped in the water. Further, “many voids may contain survivors, but we cannot search those voids until it’s safe,” said Jim Clack, Minneapolis Fire Chief, during a press conference.

“One has died from drowning,” said a doctor from the medical center during an 8:00 pm press conference, who also said that so far 22 are in “yellow condition” and at least six are in “critical condition.”

Minneapolis officials have stated during an earlier press conference that “people are being sent downtown and all survivors are off the bridge. We are seeking help from the Red Cross.” and “[…]at least 60 children are receiving trauma care some with severe injures, some with minor injuries.”

Most of the injured have been received by Hennepin County Medical Center in downtown Minneapolis for medical treatment. Area hospitals are requesting all off duty staff and all Minneapolis ambulances to report. Residents are being encouraged to stay away from the area to let emergency crews do their work.

It is not known what caused the collapse, but there was construction being performed on the bridge’s road surface which included the use of jackhammers and the FBI has ruled out terrorism.

“Although it is much too early to make any determination of the cause, we have no reason at this time to believe there is any nexus to terrorism,” said Paul McCabe, an FBI spokesman.

In 2001 a stress inspection was done and Minnesota Department of Transportation stated that the bridge “should not have any problems with fatigue cracking in the foreseeable future.”

Typically an eight-lane bridge, the bridge was reduced to four lanes (two in each direction) during the current construction. The Minnesota Department of Transportation (Mn/DOT) had just announced overnight lane reductions on the bridge to one lane in each direction for the late evening hours of July 31 and August 1.

Witnesses saw truck “rev up and race” before recent Texas oil refinery blast

Witnesses say a truck was idling near the scene of an explosion at a Texas refinery which killed 15 and injured over 100 others on March 23, according to U.S. Chemical Safety and Hazard Investigation Manager Bill Hoyle.

“Witnesses saw vapor in the area of the truck and observed the engine begin to rev up and race,” Hoyle’s statement said. “This behavior by a diesel engine indicates the presence of a flammable atmosphere entering the air intake. A driver reported trying to shut off the engine but was unable to do so.” Hoyle’s statement continued, “There are multiple possible sources of ignition in an operating refinery unit and we have made no determination about the ignition source at this time.”

The investigation has been delayed by BP and Occupational Safety & Health Administration officials, who are trying to preserve evidence at the site for their investigation. They are also concerned about further injuries from hazards left over from the explosion, such as falling debris and unstable structures. The Environment Protection Agency also detected benzene in the atmosphere over the plant, which was treated with a layer of foam.

BP has retained control of the plant since the March 23 accident. Police arrived quickly the day of the explosion, but left after the initial emergency was over.

“Our officers could respond over there, but they don’t have a clue,” Texas City police Sgt. Curtis Pope told the Houston Chronicle. “The fact is they have chemical and equipment hazards. We don’t know the chemicals.”

Google to discontinue social networking application Google Wave

Google has decided to retire the Google Wave social-networking service after one year, citing lack of user adoption.

Urs Hölzle, Google senior vice president for operations, said in a blog post that “Wave has not seen the user adoption we would have liked. We don’t plan to continue developing Wave as a stand-alone product.” Hölzle also said that as a “web app for real time communication and collaboration, it set a high bar for what was possible in a Web browser. We weren’t quite sure how users would respond to this radically different kind of communication.” Google says that it will continue the service until the end of the year.

In May 2009, Google launched Wave as a private beta. A year later, it became open to the public. Wave is an email service that integrates social media features and capabilities into emailing. It integrates IM-like features into its service. The company released components of Google Wave as open source for those to create a similar service. “The central parts of the code, as well as the protocols that have driven many of Wave’s innovations, like drag-and-drop and character-by-character live typing, are already available as open source, so customers and partners can continue the innovation we began. In addition, we will work on tools so that users easily “liberate” their content from Wave,” Google said.

In some severe infestations, you may also see the products of their reproductive cycles in the form of eggs, which can hatch before your very eyes in a warm spot, such as where your dog sleeps. Ticks, on the other hand, may attach themselves to your dog and go unnoticed until they embed in his skin and potentially cause some significant damage.

Battling these external parasites has become much easier in recent years with the development of new and effective flea and tick-fighting products. Nevertheless, the best way to ensure that your dog and you don’t become overrun by fleas and ticks is to never let your guard down. Be sure to check your dog’s coat after every romp in the outdoors during flea and tick season and keep him armed against these annoying critters.

The most common areas of an animal in which you will notice fleas are around the neck, behind the ears, and at the base of the tail. Flecks of flea feces and eggs that look like salt and pepper drop off an infested dog and are left wherever he sits or sleeps. Ticks, on the other hand, can land anywhere on your dog, so be sure to brush out his coat after a walk. If you do get a flea infestation, you must eradicate them from your dog and your home. Adult fleas as well as the eggs and larvae must be destroyed.

Here are a few more tips:

1. The old football adage that states “The best offense is a good defense” is also true when it comes to flea-fighting products. Ask your veterinarian for information on the flea buster in pill or liquid form, or the topicals – Frontline, Revolution, or Advantage – for the most effective way to stop fleas from attacking your dog.

2. If you are using flea shampoo to rid your dog of fleas, lather a ring of suds around his neck when starting to bathe him to keep fleas from running up to his head.

3. Flea combs trap fleas in the metal teeth for removal and disposal.

4. An additional way to pick fleas off your dog is to first dab your finger in petroleum jelly.

5. To get fleas out of your carpet and keep the larvae from hatching, sprinkle the carpet with table salt or borax. Let it stand for several hours, and then vacuum.

6. When vacuuming during a flea infestation, dispose of the vacuum cleaner bag after each use to prevent any eggs or larvae you’ve picked up from hatching.

Keeping your dog flea and tick free is an essential job for all dog owners. By being vigilant, consulting with your veterinarian when necessary, and following the above tips will go a long way to help ensure that you can succeed at this very important task.

Concern about sovereign debt of some EU members roils markets

Global stock markets fell steeply on Thursday on investor concerns about the growing sovereign debts of European Union member states Greece, Portugal, and Spain. A report of a rise in weekly jobless claims in the United States contributed to the market gloom. The MSCI World index fell the most in over nine months. Currency and commodities markets also posted major moves.

If other European countries are having trouble like Greece, then it’s a big problem for banks, and the banks are the foundation for everything.

The euro fell more than one percent against the US dollar to an eight-month low; against the yen it fell 2.2%, approaching a one-year low. The price of crude oil fell 5% to US$73.14 per barrel and gold slid 4.4% to US$1,063 per ounce.

Greece’s Prime Minister, George Papandreou, announced an austerity program, but that is now threatened by plans by the largest trade union for a national strike. In 2009, Greece’s budget deficit was 12.7% of the nation’s gross domestic product (GDP). Papandreou’s plan called for that to drop to 3% by 2012.

Gary Jenkins of Evolution Securities told the Financial Times, “[t]he risk aversion trade is back on as the debt problems of Europe are for the first time bringing down global markets. Corporate earnings may come in strongly [in the US], but investors are more concerned about the possible default of a sovereign European nation.”

“This is a sovereign problem, and it’s hitting everything,” said Keith Springer of Capital Financial Advisory Services to Reuters. “If other European countries are having trouble like Greece, then it’s a big problem for banks, and the banks are the foundation for everything. European banks will be in trouble and that will carry over to all stocks.”

“The focus is shifting toward Spain and Portugal, where the deficit-reduction plans have been far less ambitious than Greece,” said Kornelius Purps of UniCredit Markets & Investment Banking to Bloomberg.

Concerns in Portugal centered on political tension surrounding a regional spending bill. In Spain, the source of worry was reportedly because the government backed down from promised pension reform.

European Central Bank President Jean-Claude Trichet sought to ease investor fears, in part by noting that the deficit in the US is expected to hit 10% of GDP in 2010, compared with about 6% in the eurozone. He said that he was “confident” that Greece is moving in the right direction.

Trichet did admit that it is of “paramount importance” for Greece, Portugal and Spain to get their public finances under control.

Copyright on musical recordings extended by twenty years in EU

The Council of the European Union voted yesterday to extend the term of copyright on sound recordings by twenty years, from 50 years to 70, preventing a number of early recordings of 1960s rock musicians including The Beatles from entering the public domain. The 1962 hit “Love Me Do” would have entered the public domain in 2012 if this legislation had not been introduced. EU member states have to enact the copyright extension within two years.

The news was welcomed by representatives of the recording industry and by some recording artists. Cliff Richard has campaigned for term extension. Mick Jagger from the Rolling Stones said the decision was “obviously advantageous” to performers, and Bjorn Ulvaeus from Abba welcomed the continued control over the group’s recordings: “Now I won’t have to see Abba being used in a TV commercial”. Geoff Taylor from the British Phonographic Industry said “[a]n exceptional period of British musical genius was about to lose its protection. As a matter of principle, it is right that our musicians should benefit from their creativity during their lifetimes, and that they should not be disadvantaged compared to musicians in other countries.”

Extension of the copyright term also has critics. Jim Killock, from the British digital rights advocacy group the Open Rights Group (ORG), said the move “puts money into the pockets of big labels” but will be “unlikely to benefit smaller artists and it will mean that a lot of sound recordings that are out of print will stay out of print”. Singer Sandie Shaw, of the Featured Artists’ Coalition, said the move would be “extremely good news for record companies and collection agencies, but bad news for artists” and would lead to artists having “20 more years in servitude to contracts that are no longer appropriate to a digital age”.

The extension to 70 years is less than that EU Commissioner Charlie McCreevy proposed in 2008. At that time, Wikinews interviewed Eddan Katz of the Electronic Frontier Foundation (EFF) and Becky Hogge, then Executive Director of ORG, in Brussels. The two organisations were gathering like-minded groups to oppose harmonisation with the US’s 95-year term. Characterising the sought extension as “Cliff Richard’s pension”, Hogge asserted, “[w]hat you’ve got at the end of the day with copyright term extension is basically […] rent seeking by special interest groups lobbying governments to change the law in order that they may economically gain directly.”

Two reviews of intellectual property rights in Britain have concluded it would not be economically beneficial to extend copyright terms on sound recordings. The Gowers Review of Intellectual Property in 2006 concluded extension of the copyright term would “negatively impact upon consumers and industry”. The Hargreaves Review of Intellectual Property and Growth in 2011 concluded it would be “economically detrimental”. A study conducted by Bournemouth University’s Center for Intellectual Property Policy and Management concluded 72% of the economic benefits of the term extension would go to record labels, with 28% going to artists, only 4% of which are going to less successful artists.

Colombian military spy plane crashes

According to media reports, a Colombian air force AC-47 (registration FAC1670) spy plane carrying five people has crashed near the Colombian city of La Dorada, in the department of Caldas.

All on board the plane are believed to have been killed, according to Colombia Reports. Among the dead, according to Monsters and Critics, are two technicians, a major and two second lieutenants. ABS-CBN News reports that the dead included three high ranking officials and two lower ranking ones.

Jorge Ballesteros, a Colombian air force official, says that the plane took off from an air force base in the city of Puerto Salgar and was on an exercise mission when it crashed. He also states that although it was on a training exercise, the plane was carrying bombs and machine guns.

A military team has been dispatched to the area to investigate the incident, but they have already put the blame on mechanical failure. Ballestero noted that investigators have ruled out a rebel attack and terrorism as possible causes.

AC-47’s have been used by the Colombian air force for nearly 20 years, most of which were donated from the United States. They were provided to the country in an attempt to fight the illegal drug market and to defend citizens and the military against rebel attacks. They are also used to gather intelligence and come equipped with a state-of-the-art communications system, radar and infrared detection systems.

Japan nuclear disaster: areas to remain off-limits for decades

Japanese officials have admitted for the first time that certain radiation-stricken areas around the crippled Fukushima Daiichi nuclear power plant may remain uninhabitable for decades. Japanese media this week reported that embattled Prime Minister Naoto Kan is to visit affected areas within days to tell residents and local officials that it will remain too dangerous to return to parts of Fukushima Prefecture in the foreseeable future.

We cannot deny the possibility that there will be some areas where it will be hard for residents to return to their homes over a long period of time.

Chief Cabinet Secretary Yukio Edano said, “We cannot deny the possibility that there will be some areas where it will be hard for residents to return to their homes over a long period of time.”

The dangers of radiation exposure in certain areas are expected to remain unacceptably high well after the plant finally undergoes a cold shutdown in the coming months. A final decision on which areas are to be declared off-limits will be made following detailed radiation monitoring and the creation of a comprehensive decontamination plan. Japanese officials have so far declined to specifically name any areas likely to be affected.

Scientists have for months warned of such an eventuality following the meltdown of three reactors at the Fukushima site in March. The government, criticised for its management of evacuations in the wake of the disaster, had hoped to lift current evacuation orders for most areas around the plant. However, it cannot do so amidst dangerously elevated radiation readings, including in the town of Okuma, situated about three kilometres from the Fukushima site, where cumulative radiation levels are over 25 times higher than government-mandated limits.

Media reports have also focused on uncertainty surrounding compensation for the many thousands of residents affected by the ongoing evacuations. The government may possibly purchase or rent the properties of those who cannot return to their homes and businesses.

Although the plant operator, the Tokyo Electric Power Company, has recently claimed radiation leaks from all three reactors have declined, concern continues to mount over the true scale of contamination. Scientists have detected widespread contamination of topsoil on agricultural land, further jeopardising the future habitability of significant areas, and uncertainty remains as to the true extent of radioactivity in numerous areas.

“Caesium-137, the main radioactive element thrown out during the various explosions, has a half-life of 30 years, and it is not going to disappear overnight,” said Didier Champion, a French nuclear safety expert.
