Due to the damage by Hurricane Katrina and subsequent flooding, a number of colleges and universities in the New Orleans metropolitan area will not be able to hold classes for the fall 2005 semester. It is estimated that 75,000 to 100,000 students have been displaced. [1]. In response, institutions across the United States and Canada are offering late registration for displaced students so that their academic progress is not unduly delayed. Some are offering free or reduced admission to displaced students. At some universities, especially state universities, this offer is limited to residents of the area.

Classic Jazz Artists: Indubitable Singers

It has never been easy to be a jazz singer. This is certainly true of those first men and women who stepped on the stage. These were classic jazz artists but many people chose to forget their contribution and focused overwhelmingly on the band. To some authorities, jazz was the music not the singer. In fact, they questioned the existence of a jazz singer at all. The exception perhaps, being Al Jolson (1886-1950) in his movie “The Jazz Singer,” which took a different and dramatic version of Jazz, Blues and popular music to the movies in 1927.

Big Band Vocalists/Classic Jazz Artists

While Jolson remained the favorite of the American public, he was not the only jazz singer around. Time saw the rise of an entire flotilla of men and women during the Big Band Era which combined with the Swing Era. This was the period from the 1920s to the end of the Second World War. It saw the rise and fall of many major classic jazz artists including:

Some are rarely mentioned in outside of jazz music circles these days. This includes Helen Forrest who was well known during her era as being the girl singer for three of the most famous and recognizable bands of the period: Artie Shaw, Benny Goodman and Harry James. Her performance and acceptance by all three big bands of the time earned her the appellation of “the voice of the name bands.”

These jazz artists worked hard at what they did. They toured for extended periods of time. Many became popular singers for the period, although some since have been downgraded to popular singers e.g. Nat King Cole, Doris Day and Dean Martin.

Death of an EraAfter World War Two Jazz evolved and the Bid Bands petered out. There were revivals but the focus in the music was on exploration of jazz tempos. The music became frantic at times and wandered off into the stratosphere with the works of Mikes Davis and John Coltrane. Classic jazz artists – both men and women also took new paths. Some explored the realms of popular music while others began to experiment with their voices in other ways.

While the ranks of jazz singers were on the decline during the 1970s and 1980s, they have since rebounded. Today, while only a few can consider themselves classic jazz artists, many follow in the old tradition. It may not be Big band or Swing, but they touch on it. Some, such as Sylvia Brooks and Diane Krall are worth noting for their repertoire that sometimes recalls the past glory of the classic jazz singers.

Sometimes titled “Jazz Noir” Sylvia Brooks takes to the stage with a torch in her voice. Like many of her contemporaries, Sylvia Brooks has learned well from the Classic Jazz Artists. Flight from Armenian capital Yerevan crashes near Sochi

An Armavia Airbus 320 passenger plane flying from Armenia‘s capital, Yerevan, to the city of Sochi in southern Russia has crashed into the Black Sea. The jet was found 6 km from the coast and carried a total of 113 people. Among the passengers were 8 crew and 6 children. Controllers lost contact with the plane at 0215 local time (Tuesday 2215 UTC).

Rescuers have found the corpses of a woman and a girl and another 12 body parts at the site of Wednesday’s crash of Armenia’s Airbus A-320 plane off Russia’s Black Sea coast, a spokesman for the Russian Prosecutor General’s Office told Interfax. Other reports say that at least 25 bodies have been found.

There were 77 Armenian citizens, 26 Russian citizens, 1 Ukrainian and 1 Georgian citizen on board of the Armenian air liner, Armenian Civil Aviation Department head Artyom Movsisian told on a news conference.

“Most of the Russian citizens are of Armenian origin,” Movsisian said.

“Rescue efforts are being hampered by deteriorating weather conditions, heavy rain and rough seas,” a spokesman for the Russian Emergency Situations Ministry said.

“The fragments were found six km (3.7 miles) from the shore near the airport of Adler. The search operation continues,” said Beltsov. The location of the crash site has been ascertained by a numerous fragments and life vests, and a large oil slick.

“The only thing [we] know is that when the crew asked for permission to land, the air controller in Sochi responded that bad weather meant this was not yet possible,” Gayane Davtyan, head of Armenia’s civilian aviation authority said. “Contact with the crew was lost at 600 meters, when the plane went to circle for a second time.”

The cause of the tragedy remains unclear, but the investigators are pursuing two main versions: bad weather conditions and poor maintenance.

The Russian Prosecutor General’s Office believes terrorism can be ruled out as a factor in the A-320 plane crash near the Russian Black Sea resort of Sochi on Wednesday morning.

“We don’t have any information that could indicate a possible terrorist attack on board the plane,” Russian Deputy Prosecutor General Nikolai Shepel told Interfax on Wednesday.

An official from the regional department of the Emergency Situations Ministry in southern Russia said “apparently there were malfunctions on board, as the pilots were making another attempt to land at the Adler airport.”

“The plane was in an ideal technical condition, the crew was well qualified,” said the airline’s deputy commercial director, Andrei Aghajanov. The cause of the crash is under investigation.

In the area where the plane crashed, more rain is expected in the next hours and the water temperature is currently between 8 to 10 degrees celsius.

The Russian and Armenian presidents have announced on Wednesday that Friday, May 5th, would be a day of mourning in remembrance of the 113 people that died in the crash.

The worst crash involving an two-engine A-320, which was first built in 1984 and remains the most popular Airbus on the market, occurred in August 2000, when a Gulf Air plane crashed off Bahrain on a flight from Cairo, killing all 143 people on board. The Airbus A320 is a short-to-medium range commercial passenger aircraft and a total of 328 people have been killed in earlier A320 accidents.

About 20 boats and a Be-200 amphibious aircraft are involved in the recovery operation, emergency services said, adding that two more Be-200s would fly to the scene if necessary. A group of rescuers from the Russian emergency ministry is expected to fly to the crash site in the next few hours.

Australian Budget for 2006-2007 released

Tuesday, May 9, 2006The Australian Budget (Appropriation Bill No. 1) for 2006-2007 was released by the Australian Liberal PartyAustralian National Party coalition government treasurer, Peter Costello (Higgins, Liberal).

Costello noted the resilience of the economy against natural disasters and terrorism, and through “disciplined and prudent management” the Government was able to “repay Labor’s debt” of quoted 96 billion dollars of net debt and the Government was now “debt-free”.

Costello noted that the Government budget was in “surplus for the ninth time” with a forecast surplus of 10.8 billion.

Iraq on verge of civil war, head of Arab league fears

Amr Moussa, head of the Arab League, said a civil war in Iraq is looming, “… civil war could erupt at any moment, although some people would say it is already there.”

“There are a lot of individuals now playing games with the future of Iraq, and there is no clear strategy, there is no clear leadership… We are now in a mission to bring people together,” said Moussa.

Sunni Arab leaders met Saturday to discuss the possibility of a boycott of the up-coming referendum on the Iraqi draft constitution. The group came just short of calling for the boycott, and instead asked followers to vote “no” on October 15th referendum. They called on their followers to oppose the referendum “by all legitimate means.”

The constitution was drafted by mainly Shia leaders, the majority in Iraq. The Kurdish leaders also supported the new constitution.

The Sunnis make up 20% of Iraq. They most likely fear a political movement that would allow the Shia and Kurds to control the government and lucrative petroleum industry.

Violent acts have been on the increase lately. Most carried out by suicide bombers targeting Iraq police and new recruits into the nations army.

UK Liberal Democrat leader Charles Kennedy has also been expressing concerns over violence in Iraq. The most worrying was “the apparent breakdown in trust” between local authorities and UK troops.

These comments come after UK troops were attacked by a mob after they tried to free two soldiers who had been arrested. UK troops later broke into a Basra prison while looking for the two arrested soldiers. They were found later in houses, police had handed them over to Shia militiamen. Kennedy has also been pushing for the removal of troops from Iraq.

Other Arab countries have been expressing their concern over the violence in Iraq.

Amr Moussa told the BBC, “The situation is bad and our work now is to bring all communities together; we want to do something constructive.”

Chula Vista, California becomes model for blight control laws in the US

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Sirius CEO Mel Karmazin appeared before a newly formed Antitrust Task Force, a sub-committee of the House Judiciary Committee, on Wednesday last week in Washington, D.C. to defend the proposed U.S. merger between XM and Sirius satellite radio services.

The hearing, carried live on C-SPAN, was attended by representatives from various competing broadcast companies. The representatives challenged the merger deal, and some speakers were openly hostile to Karmazin and to satellite radio in general, while other speakers were more civil.

Several times during the debate, the discussion centered on the failed merger deal between the two satellite television networks DirecTV and Echostar. The comparison between this proposed radio merger and the failed television merger was settled to some extent with an understanding that nearly all television viewers now use either cable or satellite to view available programming. Televised programming content is now delivered mainly in the form of a subscription, rather than airwave transmissions.

Unlike television programming, most radio listeners use over the air receivers to listen to free programming content supported advertisers.

“We come to this hearing with an open mind, but we recognize that the companies have the obligation to convince the Congress, the regulators, and most importantly, the American People that this combination will improve the competitive playing field and benefit consumers,” said John Conyers, the sub-committee chairman. To determine the legality of this merger, Congress first needs to decide whether a combined XM and Sirius would be a monopoly, as the only satellite radio provider in the United States, or whether the new company will actually be in competition with other forms of radio-like entertainment, according to Conyers. The hearing focused on alternatives such as Internet radio, terrestrial radio, portable audio devices, and emerging services, such as cell phone services and WiMax.
