Chula Vista, California becomes model for blight control laws in the US

Tuesday, October 14, 2008

The San Diego, California suburb of Chula Vista has responded to the recent housing crisis with an aggressive blight control ordinance that compels lenders to maintain the appearance of vacant homes. As foreclosures increase both locally and throughout the United States, the one year old ordinance has become a model for other cities overwhelmed by the problem of abandoned homes that decay into neighborhood eyesores.

Chula Vista city code enforcement manager Doug Leeper told the San Diego Union Tribune that over 300 jurisdictions have contacted his office during the past year with inquiries about the city’s tough local ordinance. Coral Springs, Florida, and California towns Stockton, Santee, Riverside County, and Murietta have all modeled recently enacted anti-blight measures after Chula Vista’s. On Wednesday, 8 October, the Escondido City Council also voted to tighten local measures making lenders more accountable for maintenance of empty homes.

Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.

Under the Chula Vista ordinance lenders become legally responsible for upkeep as soon as a notice of mortgage default gets filed on a vacant dwelling, before actual ownership of the dwelling returns to the lender. Leeper regards that as “the cutting-edge part of our ordinance”. Chula Vista also requires prompt registration of vacant homes and applies stiff fines as high as US$1000 per day for failure to maintain a property. Since foreclosed properties are subject to frequent resale between mortgage brokers, city officials enforce the fines by sending notices to every name on title documents and placing a lien on the property, which prevents further resale until outstanding fines have been paid. In the year since the ordinance went into effect the city has applied $850,000 in fines and penalties, of which it has collected $200,000 to date. The city has collected an additional $77,000 in registration fees on vacant homes.

Jolie Houston, an attorney in San Jose, believes “Lenders will respond when it costs them less to maintain the property than to ignore local agency requirements.” Traditionally, local governments have resorted to addressing blight problems on abandoned properties with public funds, mowing overgrown lawns and performing other vital functions, then seeking repayment afterward. Chula Vista has moved that responsibility to an upfront obligation upon lenders.

That kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.

As one of the fastest growing cities in the United States during recent years, Chula Vista saw 22.6% growth between 2000 and 2006, which brought the city’s population from 173,556 in the 2000 census to an estimated 212,756, according to the U.S. Census Bureau. Chula Vista placed among the nation’s 20 fastest growing cities in 2004. A large proportion of local homes were purchased during the recent housing boom using creative financing options that purchasers did not understand were beyond their means. Average home prices in San Diego County declined by 25% in the last year, which is the steepest drop on record. Many homeowners in the region currently owe more than their homes are worth and confront rising balloon payment mortgages that they had expected to afford by refinancing new equity that either vanished or never materialized. In August 2008, Chula Vista’s eastern 91913 zip code had the highest home mortgage default rate in the county with 154 filings and 94 foreclosures, an increase of 154% over one year previously. Regionally, the county saw 1,979 foreclosures in August.

Professionals from the real estate and mortgage industries object to Chula Vista’s response to the crisis for the additional burdens it places on their struggling finances. Said San Diego real estate agent Marc Carpenter, “that kind of measure will add additional costs to banks that have been hit really hard already and ultimately the cost will be transferred down to consumers and investors.” Yet city councils in many communities have been under pressure to do something about increasing numbers of vacant properties. Concentrations of abandoned and neglected homes can attract vandals who hasten the decline of struggling neighborhoods. Jolie Houston explained that city officials “can’t fix the lending problem, but they can try to prevent neighborhoods from becoming blighted.”

CEO Robert Klein of Safeguard, a property management firm, told the Union Tribune that his industry is having difficulty adapting to the rapidly changing local ordinances. “Every day we discover a new ordinance coming out of somewhere”, he complained. Dustin Hobbs, a spokesman from the California Association of Mortgage Bankers agreed that uneven local ordinances are likely to increase the costs of lending. Hobbs advised that local legislation is unnecessary due to California State Senate Bill 1137, which was recently approved to address blight. Yet according to Houston, the statewide measure falls short because it fails to address upkeep needs during the months between the time when foreclosure begins and when the lender takes title.

Sirius CEO visits congress

Filed Under (Uncategorized) by Admin on 17-10-2020

Friday, March 2, 2007

Sirius CEO Mel Karmazin appeared before a newly formed Antitrust Task Force, a sub-committee of the House Judiciary Committee, on Wednesday last week in Washington, D.C. to defend the proposed U.S. merger between XM and Sirius satellite radio services.

The hearing, carried live on C-SPAN, was attended by representatives from various competing broadcast companies. The representatives challenged the merger deal, and some speakers were openly hostile to Karmazin and to satellite radio in general, while other speakers were more civil.

Several times during the debate, the discussion centered on the failed merger deal between the two satellite television networks DirecTV and Echostar. The comparison between this proposed radio merger and the failed television merger was settled to some extent with an understanding that nearly all television viewers now use either cable or satellite to view available programming. Televised programming content is now delivered mainly in the form of a subscription, rather than airwave transmissions.

Unlike television programming, most radio listeners use over the air receivers to listen to free programming content supported advertisers.

“We come to this hearing with an open mind, but we recognize that the companies have the obligation to convince the Congress, the regulators, and most importantly, the American People that this combination will improve the competitive playing field and benefit consumers,” said John Conyers, the sub-committee chairman. To determine the legality of this merger, Congress first needs to decide whether a combined XM and Sirius would be a monopoly, as the only satellite radio provider in the United States, or whether the new company will actually be in competition with other forms of radio-like entertainment, according to Conyers. The hearing focused on alternatives such as Internet radio, terrestrial radio, portable audio devices, and emerging services, such as cell phone services and WiMax.

Ten Ways Invoice Automation Can Save Your Business Money

by

Sarah_Cornish

Investing in invoice automation can save your business a significant amount of money. Working out where you could make these savings will help you persuade the managers who hold the purse strings that they will see results on the bottom line.

The main areas that invoice automation could save you money are:

Staff costs

Speedier payments

More accurate payments

Reduced storage costs

Reduced operations costs

Ten ways to save money

1. Reduced cost of invoice processing Research from the Institute of Management and Administration (IOMA) suggests that it costs companies with a low level of invoice automation 7 to process each invoice payment. However, accounts departments with a high level of automation report reducing this to around 4.20. This represents a saving of almost 60%.

2. Reduced staff costs With invoice automation, your accounts staff will be able to deal with invoices more quickly and accurately. This means you may require less members of staff. You shouldn t need to hire any extra workers and the need for temps will be reduced.

3. Fast Return on Investment (ROI) – Many companies report reducing their accounts costs by 50% within nine months of implementing a purchase to pay solution.

4. Early payment incentives Invoice automation gives you much tighter control over when your invoices are paid. You will be in a much better position to take advantage of early payment discounts. These are typically a 2% discount for payment within ten days. On a 5,000 invoice this would represent a saving of 100 so you can see how these savings add up.

5. No late fees – Legally, if you pay late, your clients can charge you extra. Under the Late Payment of Commercial Debts (Interest) Act 1998, if an invoice is not paid on time, clients are entitled to charge you interest calculated at the Bank of England base rate plus 8%.

6. Improved cash flow – If no early payment incentive is offered, automated invoicing gives you the control and accuracy to pay bills on time but not early, thus improving your cashflow.

7. Greater accuracy Invoice automation mean that it s simple and quick to find invoices, meaning you ll avoid the problems associated with errors such as duplicate payments. According to IOMA s findings, 17% of businesses have a duplicate invoice payment rate of 0.1 to 0.5%. If your firm s duplicate invoice payment rate was 0.3% and your accounts payable team processed 300 million worth of invoices each year this would represent an overpayment of 900,000 annually. Of course, you should be able to retrieve this cash (as long as your system alerted you to the overpayment). However, this could involve paying a third party. Recovery companies charge, on average, a third of the outstanding invoice amount, which in this case would be 300,000.

8. Lower storage costs Research suggests that it costs businesses around 11 to file each document. Lots of potential productive working time is also wasted looking for lost or misfiled documents.

Invoice automation slashes the costs of storing documents because you ll no longer have to find somewhere to put a growing body of paper documents. Nor will you have to buy additional equipment such as filing cabinets to keep all the paper in.

9. Working with paper documents means a lot of printing, faxing, posting and copying. The costs of these processes all add up. Invoice automation means that many of these processes are no longer necessary and therefore reduces costs, especially those associated with postage and other shipping services.

10. Business continuity If there was a disaster such as a flood or fire, losing all your paper files would be a catastrophe. With invoice automation, files are stored electronically and backed up the risk is minimised.

DCS provides tailored solutions for

invoice automation

. We can work with you to identify what the potential savings/ROI would be on an invoice automation solution for your business.

Sunday, December 13, 2015

This article is a featured article. It is considered one of the best works of the Wikinews community. See Wikinews:Featured articles for more information.

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.

With Wikinews reporter William S. Saturn?, Burke discusses his political background, his 2016 presidential campaign, and his policy proposals.

4 Element Yagi Wifi Antenna: Simple Yet Efficient

Filed Under (It Services) by Admin on 30-09-2020

By Sean Goudeloc

The four elements Yagi Wifi Antenna is composed of a reflector, a driven element and two directors. It is said, after a series of trials and errors, that the real deal in making this design of antenna is the length of the boom rather than the number of elements a yagi antenna has to be able to gauge its performance. In making this, you will need to consider a lot of specifications.

Four elements Yagi Wifi Antenna is devised for a high or a very high frequency spectrum. The boom length must take into great consideration simply because it holds the key to an excellent performance of the Yagi Wifi Antenna. According to the original creators of the yagi-uda antenna, the boom should measure approximately 0.3857 wavelengths. However, a longer boom is now being done as part of the antenna’s innovations. A measure of 5900 meters or 0.54 wavelengths is used by some antenna lovers to render better results of the antenna.

The average gain of a typical 4 element Yagi Wifi Antenna is about 8.3 dBi or 6.2 decibels but it may vary according to the type of 4 element design. For a 4 element short boom, maximum gain is just about 7 decibels while for a 4 element long boom, maximum gain may reach up to 8 decibels. Moreover, a design made in Italy called the Yagi Optimizer by the Marconi Club yielded a greater amount of gain. They garnered an excellent measurement of 15.66 dBi. The dimensions for the Italy project will be discussed in the latter part of the article.

As discussed earlier, there are two types of a 4 element Yagi Wifi Antenna, the 4 element short boom and 4 element long boom. For the short boom, the dimensions are the following. The reflector measures about 4570 millimeter, the driven element is about 5020 millimeter, the first director has a length of 5190 millimeter and the second director is about 5460 millimeter. All elements are 22 millimeter thick and have a beamwidth of 85.2 degrees. It also has a front to back ratio of 22 decibels.

For a 4 element long boom, the reflector measures 4935 millimeter; the driven element has a length of 5080 millimeter; the first director is about 5180 millimeter; and lastly the second director measures 5480 millimeter. All of these elements have the same thickness with a 4 element short boom of 22 millimeters. Given with this lengths and thickness, the beamwidth was calculated to be 68 degrees and has a front to back ratio was found to be 30.2 decibels.

Now, for the dimensions of the greatest amount of gain identified in a project in Italy, we have the following configurations. The boom measures 5900 millimeters long; the reflector is about 2708.8 millimeters; the driven element is 2600 millimeters; the first director has a length of 2504.7 millimeters; and lastly, the second director is about 2424.2 millimeters long.

The spacing of each element, reflector being its reference point, are as follows. The reflector being the starting point has definitely no space measurement. The second element or the driven element is about 1044.5 millimeter away from the reflector. The first director has a spacing of 3126 millimeters from the reference point and the second director is 5900 millimeters away from the first element.

There are a lot of variations with the design and its configurations. This thing is a trial and error process in order to attain satisfactory results.

Australian emergency services personnel exposed to asbestos

Filed Under (Uncategorized) by Admin on 29-09-2020

Wednesday, March 8, 2006

At least 250 members of Australia’s emergency services personnel in New South Wales have been informed that they could die from exposure to fatal levels of asbestos following emergency response training south of Sydney.

Members of the Urban Search and Rescue (USAR) unit are thought to be at risk. They were told last week they may contract life-threatening illnesses following training on a demolition site at Holsworthy Army Barracks. The site was created to simulate rescues in the event of a terror attack or natural disaster. It has been regularly used by emergency services personnel since 2004.

Some of the emergency services personnel spent up to three weeks at a time crawling through the rubble.

Reports claim that when notified last week, senior personnel were left devastated. It can take decades for asbestos related illnesses to appear and can take up to 30 years before those exposed can be cleared of infection.

In addition to the emergency service personnel, doctors, nurses and hazardous material personnel could also be at a mild risk. Even Morris Iemma, premier of New South Wales, who visited the site has been warned he could be at risk.

According to The Daily Telegraph, a repected Sydney newspaper, it has been established that “No proper tests were done at the site before it became a training ground for hundreds of top-level rescuers in 2004″,”Personnel were kept in the dark for up to a year about the asbestos before being told last week”,”NSW public officials and a host of ministers may have been exposed”,”Ambulance chief Greg Rochford and Mr Mullins have been at the site and must face a health clearance”, and”The Dust Diseases Tribunal is conducting an investigation into the long-term impact the mass exposure could have on emergency services in NSW.”

Study finds marijuana use leads to brain development in rats

Filed Under (Uncategorized) by Admin on 29-09-2020

Saturday, October 15, 2005

In the November issue of the Journal of Clinical Investigation, researchers announce that they have found that cannabinoids promoted a generation of new neurons in rats’ hippocampi. The study held true for both a plant-derived and a synthetic cannabinoid. The hippocampus is a part of the brain that contributes to learning and memory. In particular, it has been shown that the hippocampus is essential for the formation of new episodic memories.

“This is quite a surprise, chronic use of marijuana may actually improve learning memory when the new neurons in the hippocampus can mature in two or three months,” said Xia Zhang, with the Neuropsychiatry Research Unit of the University of Saskatchewan.

“Our results were obtained from rats, and there’s a big difference between rats and humans,” added Zhang, “So, I really don’t know yet if our findings apply to humans. But our results indicate that the clinical use of marijuana could make people feel better by helping control anxiety and depression.”

Zhang and his co-workers performed behavioral tests on two purified cannabinoids. The test results indicated that these two cannabinoids have anti-anxiety and antidepression-like effects in rats that may depend on the ability of cannabinoids to promote the production of new neurons in the hippocampus. Marijuana contains a complex mixture of chemicals including cannabinoids and may have somewhat different behavioral effects than the purified cannabinoids tested so far.

Previous studies examining the effects of cannabis have highlighted negative aspects of the drug’s use, such as short term memory difficulties, increased heart rate, nausea, and (in a very small percentage of people) hallucinations. Long term studies about cannabis use tend to be controversial as the data is seen to be biased or flawed. The most agreed upon effect of long term cannabis use is lung damage. However, proponents argue that the correlation between cannabis consumption and lung cancer is misleading suggesting that cannabis use may correlate with tobacco use or that the data is not being properly analyzed.
