200,000 litres of oil leaked into waters off the coast of Brisbane from the Pacific Adventurer when their fuel tanks were damaged in rough seas on Wednesday. The figure is about ten times higher than the original estimate of twenty thousand litres of oil. The devastating diesel oil spill has spread along 60 kilometres (37 miles) of the Queensland coast. In addition, 31 containers with 620 tonnes of ammonium nitrate fertiliser flew overboard during the violent storm.

Questions are being asked why the Hong Kong cargo ship was out in seas with nine meter waves caused by Cyclone Hamish, a Category 5 tropical cyclone, as well as why the fertiliser containers were not properly secured. One of the overboard containers ruptured the hull of the Pacific Adventurer, causing between 30 to 100 tonnes of oil to spew from the severely damaged ship.

If the ammonium nitrate mixes with the heavy oil, an explosion could occur. None of the containers have been recovered. Some of these may float, but it is believed that they may have sunk which then may cause algal blooms.

Disaster zones have been declared at Bribie and Moreton Islands, and along the Sunshine coast.

The vessel’s owner, Swire Shipping, reported that a second leak began on Friday, when the ship began listing after docking at Hamilton for repairs. “As full soundings of the vessel’s tanks were being taken at the port to determine how much oil had leaked from the vessel, a small quantity of fuel oil escaped from the Pacific Adventurer,” it stated. The ship was brought upright, and a recovery vessel was used to suck up the oil from the water. The leak produced a 500m-long oil slick down the Brisbane River. Booms were placed around this oil spill so that a skimmer could clean up the second spill.

Swire Shipping could face clean up costs of AU$100,000 a day as well as fines up to AU$1.5million (US$977,000; £703,000) if found guilty of environmental breaches or negligence.

Sunshine Coast beaches are slowly starting to be reopened. The beach of Mooloolaba was still closed following reports of burning sensations from swimmers. 12 beaches remain closed; however, 13 have been reopened.

Over 300 state government and council workers are using buckets, rakes and spades in the clean up effort. Sunshine Coast Mayor Bob Abbott says the majority will be gone by Sunday afternoon. The full environmental impact on wildlife is not yet known. One turtle and seven pelicans have been found covered in oil.

There are concerns that the drinking water of Moreton Island is at risk, as the island uses water from the underground water table near the oil spill site.

“Every bucketload of contaminated sand has to be removed from the island by barge, and each bucketload from a front-end loader weighs about one tonne. It’s just an impossible task,” said Mr Trevor Hassard of the Tangalooma Dolphin Education Centre.

The commercial fishing industry has suffered from the incident. Trawlers won’t resume operations until Sunday evening, and any catches will be tested for human consumption.

Severe thunderstorms impacted the northeast United States today, producing sporadic power outages and weather conditions ranging from heavy rainfall to large hail. The Storm Prediction Center (SPC) received dozens of damage reports; trees, tree limbs, electrical wires and utility poles were downed throughout portions of Pennsylvania, New Jersey, and New York.

Severe weather advisories were posted during the morning and early afternoon, and are now expiring as the storms pull out of the area.

According to the SPC, hailstones occasionally approached one inch in diameter. Strong winds were also present, and there were reports of dog kennels being blown across a highway in Pope County, Pennsylvania. However, no deaths or injuries occurred.

The National Weather Service said a funnel cloud was reported in Livingston Manor, New York at about 1:55 pm this afternoon, prompting the brief issuance of a tornado warning.

Six people were killed and 16 others injured in a shooting at the Northern Illinois University in DeKalb, Illinois, United States.

Reports indicate that the shooter emerged from a curtain or a screen at the front of an auditorium in Cole Hall armed with a shotgun and two pistols and began shooting.

Authorities have tentatively identified the shooter as Stephen Kazmierczak. NIU officials said the shooter was enrolled at the university as late as the spring semester of 2007, and was now a student at the University of Illinois in Urbana-Champaign.

Many of the victims were taken to local hospitals. Kishwaukee Community Hospital reported a total of 18 patients brought to the hospital. Of the 18, only two were admitted. Eight of the patients were discharged later in the day, while seven were transferred to other regional hospitals for treatment. One victim died at Kishwaukee Hospital, another died after being transferred to St. Anthony’s Hospital in Rockford, while the other four fatalities were confirmed at the scene.

News about the shooting emerged at 3:20 p.m. CST, when a special campus notice was posted on the university’s website, indicating the presence of a gunman on campus. Twenty minutes later, NIU announced the cancellation of all classes for the remainder of the evening, and ten minutes after that announcement, NIU officials confirmed there had been a shooting and that emergency personnel were handling the situation.

“The ambulance took away two students on the ground right outside my dorm,” Dominique Broxton, a student at NIU, told the Chicago Tribune. “I don’t know them. They looked bloody. Where I am right now, there are a lot of police, at least a dozen. There are police cars and trucks everywhere.” George Gaynor, a student in the lecture hall when the shooting occurred, added that the shooter looked like “a skinny white guy with a stocking cap on.”

The DeKalb County coroner has released the names of all those killed in the attack. In addition to the shooter, those killed included Daniel Parmenter, 20; Catalina Garcia, 20; Ryanne Mace, 19; Julianna Gehant, 32, and Gayle Dubowski, 20. All were students at NIU. Chicago news outlets are also reporting names of four of the surviving victims:

• Joseph Peterson, a graduate assistant and instructor of the course in session at the time of the shooting.
• Patrick Korellias, a student in the class at the time of the shooting.
• J.D. Donohue’, a student in the class at the time of the shooting.
• Ah-Num Rahman, a student in the class at the time of the shooting.

Rahman was transferred to Good Samaritan Hospital in Downers Grove with shotgun wounds to both arms and the side of her face. The other three remain at Kishwaukee Community Hospital.

NIU president John Peters released some details about the shooter during a press conference following the shooting. Kazmierczak had been a student at NIU but transferred to the University of Illinois at Urbana-Champaign for the current academic year. He was pursuing a graduate degree in sociology, with an emphasis in peace and social justice. Kazmierczak won a Dean’s Award for a project in 2006, and was active in the student government while at NIU. Officials at a press conference also indicated that Kazmierczak was taking medication for an unspecified condition, and discontinued use of that medication approximately two weeks prior to the shooting.

The campus of Northern Illinois University is closed until further notice, and officials have announced the cancellation of all athletic events, home and away, through at least Sunday, February 17.

Legendary Bollywood actor Amitabh Bachchan has confirmed that his son Abhishek and former Miss World Aishwarya Rai were engaged last evening at a private ceremony at the Bachchans’ residence in Mumbai.

It is believed that the younger Bachchan proposed to his bride-to-be in New York, soon after the Toronto premiere of his new movie Guru. The media had been following the romance between the two closely for some time past, but this is the first time they have come out in the open about their relationship. Rumours that the couple were planning to spread the know began to spread in November last year, when they visited the Sankat Mochan Temple together, with some even saying that they had already been married even earlier at the Meenakshi temple in Madurai

According to one daily, the wedding will take place either on February 19 or March 7 at the Hyatt Mumbai. “The children have decided. We are very happy and thought we should go ahead with the ‘roka’ ceremony. It was held in the evening.”, Amitabh Bachchan said of the ceremony, which was attended by the family’s close friends, including Samajwadi Party leader Amar Singh, Aishwarya’s parents, and industrialist Anil Ambani and the latter’s wife Tina Ambani. The couple have now flown to Ujjain to take a holy dip in the Ganga.

A man missing from a camping ground in southern Utah in the Western US since July 30 was found in Australia. His automobile was found in a campground of Dixie National Forest with a note that he would be back in a few hours. An extensive search and rescue operation was conducted to try to locate this hiker by the Washington County Sheriff’s Office in Utah.

Investigators in the Sheriff’s Office were able to track him down to Cairns, Queensland. Apparently before he was “missing”, he bought a one-way ticket to Australia. Bryan Butas, the missing hiker, apparently had been under a great deal of stress and “got sick of it all”, according to a telephone interview by the Associated Press.

Butas has been charged with insurance fraud, a second-degree felony, by Washington County Attorney Brock Belnap. This was because Butas plotted to obtain a $250,000 life insurance policy before faking his own disappearance. He has also been given a bill for $20,000 by the Washington County Sheriff’s Office for their search and rescue operations on his behalf.

His wife and children have since his disappearance moved to the wife’s parent’s home in Ohio. Butas’s parents came to Southern Utah to help in the search and were “embarrassed and shocked” to learn their son had merely run away from marital and financial difficulties, Washington County Sheriff Kirk Smith said.

Washington County Sheriff Sgt. Jake Adams said his investigation included tracing an application Butas made for a passport, his purchase of a one-way airline ticket to Australia, and the life insurance policy that names his wife and children as beneficiaries. On August 18, Adams said Butas’s mother called him to say her son had called home the evening of August 11, several days after the search was officially called off for the missing man. Butas asked his mother for money and an airline ticket home, which she sent.

Butas has since been checked into the Veteran’s Administration Hospital in Brecksville, Ohio, according to Adams, but will shortly return to Utah.

Yesterday, the state government of Victoria, Australia announced their decision to trial self-driving vehicles on two of the state’s major connecting motorways, the CityLink and Tullamarine Freeway. The trial is to use autonomous vehicles from automobile companies including BMW, Mercedes-Benz, Volvo, and Tesla. The two-year trial is to have three phases.

The cars are to drive alongside commuters, but in public testing a driver is always to be present, as Victorian law requires drivers always keep a hand on the steering wheel. However, in occasional closures of the Burnley Tunnel, with no other drivers to endanger, the cars are to be tested with nobody in the vehicle.

Lane assist, cruise control, and recognition of traffic signs are in the trial’s first phase, expected to complete before the end of the year. This includes monitoring how the driver-less cars respond to road conditions, including lane markings and electronic speed signs.

“Victoria is at the forefront of automated vehicle technology — we’re investing in this trial to explore ways that this technology can be used to reduce crashes and keep people safe on our roads”, said Luke Donnellan, the Victorian Minister for Roads and Road Safety. He noted, “Ninety per cent of the fault of accidents is human error […] so we know that if we can take out human error we will have less accidents”.

Tim Hansen, Victoria Police’s Acting Assistant Commissioner, said that police had founded a project team to investigate how self-driving vehicles would change policing on roads. “Can we intercept vehicles more safely to avoid pursuits and ramming?”, he asked.

The trial is a partnership between the state government, Victoria’s road management authority VicRoads, owner of the CityLink toll road Transurban, and insurance company RACV.

The Indian Government announced on Wednesday they will issue a notification to ensure all buses are fitted with panic buttons to prevent sex-related violence occurring on buses in India. The motion was introduced by Road Transport and Highways Minister Nitin Gadkari. Installation of the buttons is set to become mandatory on June 2.

Tests are under way on 20 buses running from Rajasthan to New Delhi. Buses are to have panic buttons, a GPS-enabled vehicle tracking device, and CCTV cameras. The new buttons are located at the front doors and when pressed, a police control room has the ability to view live footage recorded inside the bus.

Last month, the government announced that as of 2017, mobile phones can’t be sold in India without a panic button. With the press of a single key, the panic button alerts emergency services that assistance is required.

Since a fatal sexual assault three and a half years ago on a bus in New Delhi, accompanied by increased rates of sexual assault, the government has been pressured to help women avoid the dangers of sexual assault. The bus sexual assault three and a half years ago resulted in India-wide protests, and laws regarding sexual assault were overhauled.

According to India’s National Crime Records Bureau (NCRB), in 2014 New Delhi reported 1,813 rapes, more than any other Indian city. In more than 80% of rapes across India, the victim knew the rapist. In data from 2013, the rapists in 539 cases were parents, in 2,315 cases other relatives.

In 2012 the NCRB said the country had 24,923 reported rapes. However, this number grew over the following year, with 2013 seeing 33,707 reported.

In 2013, NCRB said New Delhi saw 1,636 rapes reported, with an Indian average of 92 women per day. The New Delhi cases alone account for more than four per day.
